Who We Are

The EnergyShare Program of Dominion Energy provides heating assistance in winter (for any heating source -- oil, gas kerosene, wood and electricity) and cooling assistance in the summer. It is a fuel assistance program for people in need who have either exhausted or do not qualify for federal or state assistance.  EnergyShare is not income based so any customer in crisis is eligible to apply.



The EnergyShare Program provides cooling assistance in summer (help with electricity bills). Fan Care is now also part of EnergyShare. Fan Care provides fans to eligible seniors.  Payments are made directly to energy vendors. The Energy Share program is funded by Dominion  Energy, formerly Dominion Virginia Power.



CAPUP is formerly known as (RCAP) Richmond Community Action Program.



CAPUP offers aid to low income individuals with utility assistance.

Office closed from Noon until 1 PM. Please call between 9AM and Noon or between 1PM and 3PM to determine eligibility.

Intake Process
Contact the office to determine eligibility. If eligible, an appointment must be made to complete an application; Documents required. Clients will be required to show proper proof of ID and any requested documentation to receive financial assistance services
