Who We Are

James City County Housing and Community Development (OHCD) has undertaken many major neighborhood revitalization projects funded by federal Community Development Block Grants (CDBG) along with a wide variety of other federal, state, and local matching funds.  These projects have provided housing rehabilitation, replacement housing construction, relocation assistance, urban homesteading, and infill housing development.  Public improvements have included new or reconstructed streets, drainage improvements, water lines, sewer lines, sidewalks, street lights, and neighborhood recreation areas.

IRONBOUND SQUARE--An Example of a Neighborhood Revitalization Project
The project was designed to assist households with housing rehabilitation, replacement, or relocation; to demolish dilapidated, substandard structures; and to upgrade the neighborhood park.  OHCD obtained $1,384,000 in Community Development Block Grants (CDBG), and approximately $3 million private, local, state, and other federal funds to finance the project.  A concept plan for the redevelopment, including a senior housing apartment building; single family lots; new streets; improvement of existing streets, and upgrades to the neighborhood park was created during a three-day Community Design Workshop by residents and stakeholders. Each of the new homes will be EarthCraft Certified.
