Indoor Plumbing Rehabilitation Loan Program

The Indoor Plumbing/Rehabilitation Loan Program provides loans at no interest to low-income homeowners whose dwellings lack functional indoor plumbing. The loan agreement states that the dwelling be renovated to meet the U.S. Department of Housing and Urban Development’s Housing Quality Standards. Loan repayment is based on the homeowner’s ability to repay. Home maintenance education classes are required for participants to ensure that the renovated dwelling is properly maintained, and includes proper care of household systems, preventive maintenance methods and personal financial management. 

The Virginia Department of Housing and Community Development (DHCD) contracts with local governments, nonprofit housing providers and housing authorities to administer the IRP program. Waynesboro Redevelopment and Housing Authority administers this program for the city of Waynesboro and the counties of Augusta, Bath, Highland, Page and Rockingham.
