Franklin Arms (also known as Marshall Manor) has 100 units and is a public housing complex for seniors and persons with disabilities. Public housing, also known as subsidized housing or assisted-rental housing, provides decent rental housing for eligible low-income families, the elderly and persons with disabilities. Housing ranges from single-family houses to high-rise apartments for seniors. NRHA's Housing operations division administers apartments in 16 Norfolk neighborhoods and provides a variety of support services to help residents of public housing improve their lives.

Complex provides moderate rent programs to low and moderate income families through Norfolk Redevelopment and Housing Authority.  Franklin Arms is a Tax Credit property offering 100 units on 2 acres.
