Who We Are

The James City County Housing and Development (OHCD) Emergency Home Repair Program provides grant assistance for housing repairs necessary to safeguard health and safety to qualified low-income individuals for unexpected, emergency repairs, as well as for improvements to meet the special needs of elderly and disabled persons.

OHCD also takes applications from low- and moderate-income persons to participate in the deferred or installment payment plan for James City Service Authority water and sewer connection fees.  A majority of the families who have participated in this program have been faced with failed well and septic systems and, in many cases, emergency home repair or indoor plumbing funds administered by OHCD have been used to finance the physical connections.
